Statement of Regulations
for carrying out of Competition of innovative developments and technologies
1. General provisions
1.1. The present Statement defines an order of carrying out of Competition of innovative developments and technologies (further Competition), presented at the X Moscow international salon of innovations and investments (further Salon).
1.2. Organizers of Competition are the Ministry of Education and Science of the Russian Federation and the Federal official body-Scientific Establishment «Scientific Research Institute — Federal Research Centre for Project Evaluation and Consulting Services» (FSE FRCEC).
Organizers of Competition provide:
- Formation of professional Advisory Council (Council of Experts);
- Creation of conditions for work of Advisory council and the International jury for the purpose of acceptance of the objective decision;
- Equal conditions for all participants of Competition.
1.3. The purpose of the organization and conduct of the Competition is to identify the most promising and ready for practical use in the real sector of innovative inventions and innovations, to facilitate the introduction of innovative technologies in industrial production.
1.4. To participate in the competition organizations, enterprises, individuals registered as members of the X Moscow international salon of innovations and investments.
1.5. Submitted on the contest technology, design, projects, technology products must necessarily be represented in the exposition of the Salon.
2. Expert Advisory Council and the Working Group on preparation and holding of the competition, the International Jury
2.1. For carrying out of Competition and definition of the winner the Salon Organizing committee forms:
- Expert Advisory Сouncil;
- The International Jury.
2.2.Expert Advisory Council
2.2.1. The Expert Advisory Council carries out its work under c present Regulations.
2.2.2. The main task of the Expert Council is to summarize the competitive examination, a formal decision on awarding the bidders with medals and diplomas of the Organizing Committee on preparation and holding of the Salon, the preparation of recommendations to the International Jury to award the prizes included in the prize fund of the Salon.
2.2.3. Advisory council is formed of representatives of the Federal official body «Scientific Research Institute — Federal Research Centre for Project Evaluation and Consulting Services» (FSE FRCEC) having experience in the field of knowledge, which includes research and development, (not less than 5 years), as well as the experience of the rapid assessment on the previous salons.
2.2.4. Advisory council consists of Cairman (co-chairmen) of the Council, Deputy Chairman and experts - members of the Council and the Working Group. Chairman of the Board and his deputy are approved by the Organizing Committee on preparation and holding of the Salon.
2.2.5. Chairman of the Advisory Board approves the composition of experts engaged for the examination, organizes and supervises the work of experts and approves a formal decision on the outcome of a competitive examination.
2.2.6. Chairman of Advisory Board, and in his absence the Vice-President, presiding over the Council, approves the Protocol of competitive examination and submits recommendations to determine the winner at the meeting of the International Jury.
2.3. Working Group of the Expert Council
2.3.1. The Working Group carries out its work in accordance with the Present Regulations.
2.3.2. Composition of the Working Group is approved by Chairman of Advisory Board or his deputy.
2.3.3. The Working Group of the Expert Council is formed by Research Institute FSE FRCEC. The Working Group provides organizational, technical and information support of the Competition - the development and harmonization of bidding documents, the formation of the experts; logistical support for the work of the Expert Council and the International Jury, the organization of the awards ceremony.
2.4. International Jury
2.4.1. The international jury conducts its work in accordance with the Present Regulations.
2.4.2. The main objectives of the International Jury are summing up of the Competition and the definition of development to be awarded the Grand Prix, prizes and awards, included in the prize fund of the Salon.
2.4.3. The International Jury is formed of eminent Russian and foreign scientists, representatives of authorities responsible for implementation of state science and technology and innovation policy makers and representatives of national delegations at the Salon, representatives of business and financial institutions that have achieved significant results in the development of science, technology and innovation activities.
2.4.4. An international jury is composed of Chairman, Vice-President, Coordinator and members of the jury.
2.4.5. Meetings of the International Jury shall be held by the Chairman or Vice-Chairman. In their absence the jury members shall elect a Presiding member among those present at the meeting.
2.4.6. Meetings of the International Jury shall be held in the presence of those present and not less than 50% plus 1 person of the total number of its members. The decision was adopted by majority vote. In case of equality of votes the deciding vote is the one of the presiding member.
2.4.7. The international jury is considering the results of a competitive examination, provided by the Expert Council, evaluates the presentation of innovative developments and projects and makes the final decision on awarding prizes included in the prize fund of the Salon.
2.4.8. The jury's decision on the outcome of the Contest, awarding the Grand Prix, prizes and special prizes of the Salon, is registered in the minutes and approved by the President or Vice-President of the International Jury.
3. Submission of documents for the Competition
3.1. Collection of applications for participation in the contest is held in the remote access mode by filling out online forms, access to which can be obtained after registration on the site http://salon.extech.ru.
Application forms and a set mandatory application to the application № 1 are filled in an interactive form on the site http://salon.extech.ru in time up to August 20, 2010.
One member of the Salon (the organization, author, group author or a creative team) may submit a registration fee by no more than one application, additional applications are paid at the rate of 2,500 rubles without VAT for each subsequent request.
3.2. Information and application forms are available on the website http://salon.extech.ru, and are sent directly to registered participants upon request.
3.4. Bidder may independently or on request from the expert, submit to the Expert Council for more information to explain or clarify any provisions or characteristics of the declared exhibit.
3.5. At any stage of the competition, in case of uncertainty provided by the bidders' information, the Expert Advisory Council is entitled to exclude him from participation in the contest on the proposal of the expert.
4. Competition Schedule
4.1. For the award of winners by the Organizing Committee on preparation and holding of the Salon the prize fund is formed, including special prizes, diplomas, established by Russian and foreign organizations and enterprises, including on individual nominations. As part of the prize fund by the Organizing Committee on preparation and holding of Interior established:
- Grand Prix of the X Moscow international salon of innovations and investments;
- Valuable prizes of the X Moscow international salon of innovations and investments;
- I degree diplomas and gold medals of the X Moscow international salon of innovations and investments;
- Diplomas of II degree and silver medals of the X Moscow international salon of innovations and investments;
- Diplomas of III degree and bronze medals of the X Moscow international salon of innovations and investments;
- Diplomas of Participant of the X Moscow International Salon of Innovations and Investments (awarded to each participant of the Salon);
- Diplomas of the Organizing Committee on preparation and holding of the Salon.
4.2. Instruction of Experts on the order of examination and the criteria of expert evaluation are conducted by the Chairman of the Council or his deputy.
4.3. In case of an examination or expert appraisal the following documents can be additionally demanded (in the form of copies that do not require notarization):
- documents certifying the rights of intellectual property;
- documents on the right of production and marketing (certificate of conformity, a declaration of conformity etc.);
- documents and information that characterize the commercial potential of development (business plans, the program talks during the show, long-term agreement, contracts, including those planned for signing at the salon, etc.).
4.4. Criteria for evaluation of competitive exhibits.
According to the results of the contest the developments with the best scientific, technical, economic and financial indicators will be marked, including:
- relevance and scientific and technological innovation;
- state of intellectual property, the market dynamics, the export potential, financial performance;
- technological innovation, impact on production infrastructure, resource base and environmental conditions;
- economic and social efficiency;
- institutional capacity, potential and skills of the development organization (including an assessment of the effectiveness of information and exhibition activities).
4.5. Examination and expert appraisal of the Contest of innovative developments, technologies, projects, high-tech products is carried out by the Expert Council in absentia, within a period of up to 20 August 2010, by experts in various fields of science and technology, as well as specialists in the fields of innovation and innovation management.
4.6. Results of expert examination and decision on awarding medals and certificates to the participants of the Salon are summarized by the Expert Advisory Council for the period from August 23 to September 9, 2010. Development which received the highest scores will get a recommendation for presentation at the meeting of the International Jury.
4.7. At the meeting of the International Jury on Sept. 9, 2010 the recommendations of the Expert Advisory Council are presented as well as reports-presentations of the developments, claiming the Grand Prix of the Salon, as well as suggestions of heads of foreign delegations that have established special prizes.
Organizations that participated in the formation of the prize fund, have the right independently to determine the criteria and regulations for awarding prizes.
4.8. The decision of the International Jury is issued by the Protocol.
The Protocol states:
- the report of the Expert Advisory Council on awarding of the participants of the Salon with medals and diplomas;
- the declaration of the winner, awarded with the Grand Prix and winners of special prizes.
4.9. By decision of the International Jury the Grand Prix and other awards of the X Moscow international salon of innovations and investments may not be awarded.
4.10. The international jury does not comment on the decision to award the prizes.
4.11. The public announcement of the results of the contest and awards ceremony are held on Sept. 9, 2010 at 16.00.
